Public Sector Sustainable Development Group for Hampshire

The Public Sector Sustainable Development Group (PSSDG) for Hampshire, in collaboration with the Natural Resources Initiative, has been established to assist in the integration of the Government's Strategy for Sustainable Development within Public Sector organisations based in or around the County of Hampshire.

The group, which has representatives from a variety of Public Sector organisations meets quarterly. The agenda for this meeting is to compile a list of large-scale medium term public sector built developments, in order to ascertain what elements of sustainability can be achieved, and learn from previous exemplars. The Group will also be providing an update on the Accessibility issues discussed at the last meeting.

**NEWS**

29th August 2006: Local Area Agreement work in progress

Public Sector colleagues have been contacted and initial meetings completed to discuss opportunities for potential partnership working relating to Efficient Use of Material Resources.

The LAA is a Government supported programme to encourage engagement and partnership working between the public sector, community and voluntary sector and local government. One of the 8 priority work areas aims to achieve this by gaining efficiencies in the short term by encouraging non- municipal recycling both in the wider public sector and for businesses, and in the long term by stimulating the demand for the use of recycled materials in construction.

Current work involves identifying the mechanisms for LAA partners to deliver this priority, and development of the joint protocol that partners will sign-up to by March 2007. This is the first year of a three year programme that should engender a shift in behaviour to more sustainable built development and deliver efficiency gains for the partners involved. Having postponed the May meeting of the Group, the next meeting will expand on this work and provide an update on progress. The date of the next meeting is being arranged now and will be communicated shortly.

The next meeting of the Public Sector Sustainable Development Group is on 17th May and will again be split into two areas of work: Accessibility and Sustainable Built Development.

The morning session on Accessibility will include a presentation on the rise and rise of

the bus service operated on behalf of the

University of Southampton

The afternoon session on Sustainable Built Development will look at common issues relating to opportunities for the incorporation of Sustainable energy and materials options in new builds and refurbishments.

The actions from the Group have been agreed and will be taken forward by members and the co-ordinator.

Public Sector Sustainable Development Group for Hampshire Update

A very successful meeting of the NRI Public Sector Sustainable Development Group was held at Hampshire County Council Offices in Winchester on Wednesday 1 February 2006. With representatives from the Royal Navy, Local Authorities, NHS, Hampshire Fire and Rescue, Hampshire Constabulary and Higher Education, the group engaged in enthusiastic debate about accessibility issues and sustainable built development to see the agenda please click here.

The accessibility discussion centred around the main themes identified at the last meeting, and in particular issues around bus patronage and staff/customer opportunities for travel alternatives.

The group then moved on to discuss Sustainable Built Development and how the PSSDG may wish to focus its time around this theme. Bob Lisney, Assistant Director (Natural Resources) of the Environment Department, Hampshire County Council gave a thought provoking presentation outlining current issues relating to new thinking on material resource management. He provided information on potential mechanisms for partnership working, including the Local Area Agreement.

Discussion continued over an excellent lunch of sandwiches provided by Baguetti Junction of Andover Road, Winchester.

The Group then considered the proposed work plan for 2006, which aims to provide direction and delivery of change opportunities based around the theme of Sustainable Built Development. The plan was fully endorsed by the group.

New Waste & Recycling Contracts for the Hampshire Public Sector!

County Supplies at Hampshire County Council is pleased to announce that a new waste and recycling contract is now available to all County Council establishments, County Supplies customers and public sector organisations in Hampshire. The new contract, commencing on 1st April 2005, is for the separate collection of recyclable materials and residual waste. This means that, by using this contract, from April 2005, your establishment will have the opportunity to recycle card and paper (including junk-mail, envelopes, newspapers etc) plastic bottles and cans.

Other benefits to be gained from the new contract are:

  • Comprehensive contract management by County Supplies

  • Waste disposal in full compliance with all legislation, including new regulations introduced from time to time

  • Conformity by contractors to the Council’s requirements on insurance cover, health and safety, sustainable development and equalities.

The UK Government has also set targets for public sector organisations to increase the levels of recycling they currently undertake.  This contract will help meet this target and provide an excellent opportunity to raise the profile of waste management issues within your organisation.

Taking Action within Hampshire County Council

The NRI Hampshire aims to achieve this by developing Hampshire County Council (HCC) sustainability practices, it is anticipated that this will be done by:

Seeking to integrate sustainability into all activities and services by ensuring that natural resource efficiency considerations are central to all decisions taken and services delivered.

  • Using local public policy to influence change.

  • Championing 'green' purchasing and sustainable construction.

  • Demonstrating the viability and benefits of natural resource efficiencies.

  • Maximising synergies with education programmes.

  • Achieving the 'triple bottom line' by linking natural resource initiatives to the achievement of social, environmental and financial objectives.

Public Sector Sustainable Development Group

NRI has also been instrumental in developing the Public Sector Sustainable Development Group.  This group consists of representatives from various public sector organisations across Hampshire who meet quarterly to discuss sustainability practices and share best practice.
