Maximising Recycling in Highway Works
A new report ‘Maximising the use of recycled and secondary aggregates: examples from Hampshire’ has been published by TRL ltd describing how Hampshire County Council has maximised recycling in highway maintenance and construction within the county.
These successes form part of a the natural resource management approach developed by Hampshire, Portsmouth and Southampton with the aim of bringing about change in the way material resources are used. This apporach is instumental to maximise efficiency and minimise wastage.
The experience of Hampshire County Council provides a model for other Local Authorities wishing to implement a similar material resource apporach.
The approach links with a new strategic leadership role for local authorities proposed by the Government in the current consultation on the review of England’s waste strategy.
The report describes the way environmental sustainability is translated from a strategic objective into practical actions through the use of case studies.

The report also includes a review of current and potential future use of recycled and secondary aggregates in Hampshire, actions required to achieve the potential processing infrastructure, market development and standards and specifications.
