Hampshire Local Area Agreement

Work on one priority of the Hampshire Local Area Agreement (LAA) is progressing well and has led to some interesting meetings for members of the Materials and Waste Team at Hampshire County Council. As part of the effort to determine ways for organisations to work smarter and more efficiently in the area of Material Resources, Adrian Flavell and Bob Lisney have been discussing opportunities with colleagues from Hampshire Constabulary Training HQ (Netley), Hampshire Fire and Rescue, the University of Winchester, Winchester and Eastleigh Healthcare Trust, Portsmouth Naval Base, Portsmouth Primary Care Trust, North Hampshire Primary Care Trust and most recently HM Prison Winchester.

The LAA is a Government supported programme to encourage engagement and partnership working between the public sector, community and voluntary sector and local government. One of the 8 priority work areas in the Hampshire LAA relates to using material resources more efficiently. It aims to achieve this by gaining efficiencies in the short term by encouraging non- municipal recycling both in the wider public sector and for businesses, and in the long term by stimulating the demand for the use of recycled materials in construction.

Current work involves identifying the mechanisms for LAA partners to deliver this priority, and development of the joint protocol that partners will sign-up to by March 2007. This is the first year of a three year programme that should engender a shift in behaviour to more sustainable built development and deliver efficiency gains for the partners involved.
