Material Resources
Strategy Linked to the article on Resource Recovery Parks, the County Council, Portsmouth and Southampton City Councils, and Project Integra (the municipal waste partnership in Hampshire) is currently developing an integrated Material Resources Strategy (MRS) for Hampshire that is considering potential options for resource management and how they can best be delivered on the ground. It is planned that a draft core strategy be issued for consultation in Spring 2005. MRS held its fifth workshop on 23rd September 2004. Two sessions were held – a daytime and evening one - with over 120 stakeholders in attendance. Since the previous workshop in July, each resource stream had gone through an appraisal process to look at the best way forward, for example sticking to a 'business as usual' model, using a model to 'stretch best practice', or indeed options in between. Workshop 5 fed back on these, looking at the preferred solutions for both the Process Chain and Resource Stream groups. The various options available for dealing with unavoidable waste were also discussed, as well as focusing discussions around the supply of minerals in Hampshire and the balance between primary minerals and recycled mineral and soil resources. Both sessions were highly productive and the day was a big success. We are now looking ahead to the next stakeholder workshop on December 2nd which will report on the preferred overall solution for managing recycling in Hampshire as well as debating the spatial planning issues.
