ESPACE Project:  An Overview

The European Spatial Planning:  Adapting to Climate Events (ESPACE) project, developed by Hampshire County Council with partners from North West Europe, was awarded £1.7 million from the North West Europe Interreg IIIB Programme and £350,000 from the Office of the Deputy Prime Minister, in 2003.

The ESPACE project aims to:

·     prepare us for the impacts of climate change;

·     develop solutions and policies to deal with these impacts; and

·     recommend that adaptation to climate change is recognised within planning systems at the local, regional, national and European levels.

Hampshire County Council has two roles in ESPACE:

1.   Hampshire County Council is the ESPACE project manager & beneficiary of the grant from Europe. Hampshire County Council will be responsible for ensuring the overall delivery of the project, managing the overall budget, reporting back to Europe and managing the partnership.

2.   Hampshire County Council is also a partner in ESPACE and will be undertaking a series of actions to support our climate change work.

Hampshire County Council will benefit from the outcomes of this project through:

1.    developing and adapting policies and strategies in the light of climate change;

2.    developing a climate change strategy for Hampshire and the County Council;

3.    influencing policy at local, regional, national and European levels;

4.   taking a lead role in the response to climate change in the South East;

5.   raising awareness of a range of stakeholders including policy and decision makers, politicians, Hampshire County Council staff and local communities;

6.   developing partnerships throughout Europe to continue to inform and expand the County Council’s response to issues of significance; and

7.   creating networks at several different levels through which climate change can be tackled more holistically and in a more informed way.

The project officially started on 1st September 2003 and lasts for four years

Key Actions

Sept 03-Sept 07            Raising awareness and understanding of climate change and the need for adaptation  

Sept 03-Feb 07             Develop spatial planning policies which take account of climate change

Sept 03-Aug 06             Implementation of case studies to trial adaptation strategies and test measures

Sept 03-Feb 07             Reviewing spatial planning policies in light of climate change

Nov 03-June 04            Development of a sound information and knowledge base (definitions, scientific data, risks, spatial planning regimes)

Feb 06-June 07             Develop a Common Strategy & Policy Guidance outlining mechanisms to integrate new policies.

Throughout the project, there will be a number of key workshops and conferences in the UK, Netherlands, Belgium and Germany. These are designed to support and develop the project and include:

·         Four workshops aimed at developing the project delivery/outcomes;

·         Four technical conferences that will focus on current issues and projects ongoing within     North West Europe;

·         An International Conference (hosted by the Ministerie van VROM) that will provide   guidance and input into the common transnational strategy and the spatial planning policy guidance being developed by ESPACE

·         A final End of Project Conference that will launch the dissemination of project results.

The ESPACE partnership consists of 10 partners from the UK, Netherlands, Belgium and Germany:

UK Partners: Hampshire County Council (lead partner), Environment Agency, South East Climate Change Partnership, South East England Regional Assembly, Surrey County Council and West Sussex County Council.

Dutch Partners: Ministry of Housing, Spatial Planning and the Environment and Water Board Rivierenland.

Belgian Partner: Regional Landscape Zenne, Zuun en Zonien.

German Partner: Bavarian Water Management Agency.
