End-of-Life Vehicles Project Following the article in the October 2003 NRI newsletter regarding the launch of the Gosport Pilot End-of-Life Vehicles (ELV) project, here follows an update on how the project has gone over the last 6 months. A brief background: Gosport Borough Council, in partnership with Hampshire County Council (HCC) trialed a new system for the removal and disposal of abandoned vehicles. The system was developed in response to a Best Value Review carried out by Gosport Borough Council identified dissatisfaction by local residents at the time it was taking to remove abandoned vehicles. Before the trial started, the time between a car being reported as abandoned and it being removed averaged around 7 days, with many cars becoming targets for arson attacks. It was hoped that the trial would help in assessing the operational implications of developing a County-wide approach for complying with the new ELV Regulations which came into effect in November 2003. Following its launch, the notice period for removal of a vehicle identified as being abandoned was reduced from 7 days to 24 hours. Both the Council and the Fire Brigade were happy to endorse this decrease, as it would assist in reducing the number of arson attacks made on abandoned vehicles and the risk that these fires pose to the general public. Six months on and the initial feedback is encouraging. The average time now between a car being reported and its removal is 3 days and the early reactions from Gosport residents are positive. A Working Group has now been set up to help establish a consistent approach to ELV’s within the County.
